Summary

Our Client, a NYC-based insurance business, is seeking a Manager, Internal Controls Financial Reporting (ICFR) to establish, operate, and mature the Company's ICFR program.

In this role, the Manager owns the ICFR framework, governance structure, and execution model. Consequently, the role ensures that the organization properly identifies financial reporting risks, designs effective controls, performs testing, and implements timely remediation.

Moreover, the Manager operates as both program owner and second-line leader, exercising independent judgment across ICFR scoping, control design, testing strategy, and issue management. The role partners closely with Finance, Enterprise Risk Management, Internal Audit, and external service providers to ensure effective coordination and oversight.

Additionally, the Manager supports senior management and Audit Committee oversight of financial reporting controls.

This role reports to the Director, Internal Audit & ERM.

Key Responsibilities

  • ICFR Program Ownership & Governance

    The Manager establishes and governs the Company's ICFR program while ensuring alignment with regulatory and industry expectations.

    • Develop and maintain the ICFR framework, methodology, and operating model.
    • Define ICFR scoping methodology, financial reporting risk assessments, and control design standards.
    • Establish governance structures, escalation protocols, and decision-making authorities for ICFR activities.
    • Maintain and manage the ICFR roadmap, annual execution plan, and program milestones.
  • Program Execution & Oversight

    The Manager drives ICFR execution and ensures consistent program quality across all processes and stakeholders.

    • Lead ICFR execution activities, including process documentation, control testing, issue tracking, and reporting.
    • Oversee third-party contractors supporting ICFR testing; accordingly define scope, monitor timelines, and review deliverables.
    • Review and approve testing results, issue evaluations, and remediation plans.
    • Ensure consistency, completeness, and quality across ICFR documentation, processes, and control frameworks.
  • Financial Reporting Risk & Controls

    The Manager collaborates closely with Finance and business stakeholders to identify financial reporting risks and ensure proper control coverage.

    • Partner with Finance and process owners to identify and assess financial reporting risks.
    • Evaluate and validate control design to ensure appropriate mitigation of material risks.
    • Oversee testing of both design and operating effectiveness, whether conducted internally or through third parties.
    • Support management's ICFR assessment, certification, and reporting activities.
  • Issue Management & Remediation

    The Manager manages ICFR issues through structured assessment, escalation, and remediation tracking.

    • Classify and assess ICFR issues, including severity evaluation and escalation decisions.
    • Track and monitor remediation plans, milestones, and closure status.
    • Coordinate with Internal Audit to confirm remediation effectiveness and issue resolution.
  • Stakeholder & Assurance Coordination

    The Manager ensures effective coordination across assurance functions while minimizing redundant testing efforts.

    • Serve as the primary ICFR point of contact for Internal Audit and external auditors.
    • Coordinate reliance strategies to reduce duplication of testing and improve audit efficiency.
    • Prepare and support senior management and Audit Committee reporting related to ICFR.

Qualifications

    • Bachelor's degree in Accounting, Finance, Risk Management, or a related field
    • Significant experience in ICFR, SOX, financial controls, audit, or risk management, including demonstrated ownership of ICFR programs.
    • Strong understanding of financial reporting processes and internal control frameworks.
    • Experience managing third-party service providers or contractors.
    • Ability to exercise independent judgment, manage ambiguity, and influence stakeholders without direct authority.
    • Experience in financial services or other regulated environments preferred.
    • CPA, CIA, or similar professional certification preferred.
