Primary Objective of the Job
The purpose of this role is to deliver human resources services and training to local governments, ultimately helping them manage their workers' compensation exposures. Reporting directly to the Safety and Risk Improvement Manager, the Human Resources Specialist advises Client members on developing, implementing, and maintaining effective HR policies and procedures.
Essential Functions of the Job
In this leadership role, you will:
Provide professional HR consulting services to city councils, county boards of supervisors, senior leadership, and internal managers. Your guidance should reduce risk factors that can significantly impact our Client's financial performance.
Conduct in-depth research to develop HR materials, including memos, training resources, handouts, and magazine articles.
Deliver HR training sessions to members and partners, as requested or assigned by the Director of Risk Services.
Perform specialized HR consulting that requires advanced knowledge and continuous professional development.
Stay informed of new trends, laws, and developments in the field of human resources.
Help members integrate effective HR processes and best practices into their daily operations.
Develop model HR policies and procedures that align with industry standards and can be shared with other members.
Ensure all model programs comply with current HR regulations and best practices.
Provide independent, minimally supervised HR assistance to our Client's members.
Collaborate with loss control and claims representatives to support member success and risk reduction.
Prepare internal and external reports as directed by your supervisor.
Produce written reports containing actionable recommendations following each client interaction.
Create and present customized training programs based on individual member needs.
Negotiate and coordinate specialized training sessions with outside vendors when needed.
Travel extensively throughout the state of Iowa, with occasional out-of-state travel as necessary.
Non-Essential Functions
In addition to your core responsibilities, you may:
Support the planning and execution of our Client's Annual Conference and Exhibit.
Serve on internal organizational committees as assigned.
Perform other duties as assigned.

Readiness to wear PPE as required based on members' workplace environments.
Minimum Qualifications
To be considered, candidates must have:
At least 7 years of experience in human resources or a related field.
A Bachelor's degree or equivalent in a professional or technical discipline.
Extensive technical HR knowledge, particularly related to government entities.
Strong relationship-building and coaching skills.
Excellent written and verbal communication skills.
A demonstrated ability to maintain a high level of confidentiality.
A valid driver's license, a clean driving record, and insurability.
Desired Qualifications
While not required, preference will be given to candidates with:
PHR or SHRM-CP certification
Previous experience in workers' compensation.
Experience working directly with municipalities.
High proficiency in Microsoft Excel and Word.
The ability to travel extensively in-state, with limited out-of-state trips.
A demonstrated commitment to ongoing professional development beyond required training.
